In giving to COE, you are not just helping efforts to protect programs that have helped so many. You are investing in hope. Hope that someday, these programs might cover far more than the less than 5 percent of eligible students who gain access to these vital services. Hope that, at minimum, COE can persuade Congress to expand the program to cover a million students from the current 875,000-plus.
