This legislation establishes the U.S. Office of Economic Opportunity (\u201cOEO\u201d). This independent agency generates many new social welfare programs, including Jobs Corps, Head Start, and a college-preparatory demonstration project called <strong>Upward College (Atlanta, GA) \u2022 New Mexico Highlands University (Las Vegas, NM) \u2022 New York University (New York, NY) \u2022 Ripon College (Ripon, WI) \u2022 Tennessee State University (Nashville, TN) \u2022 Texas Southern University (Houston, TX) \u2022 University of Oregon (Eugene, OR) \u2022 University of the Ozarks (Clarksville, AR) \u2022 Webster University (St. Louis, MO) \u2022 Western Washington State College (Bellingham, WA) <br><br>Of the 2,061 students participating in <strong>Upward Bound<\/strong> in the summer of 1965, 80 percent would be admitted to college for the fall of 1965, and 69 percent of those freshmen would go on to graduate from college. <br><br><\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"ctlb-block-desc\" style=\"padding-top:0px;padding-right:0px;padding-bottom:0px;padding-left:0px\">In the first reauthorization of the Higher Education Act, Congress transfers management of <strong>Upward Bound<\/strong> from the Office of Economic Opportunity to the Office of Education. Congress also creates a new program for undergraduates: Special Services for Disadvantaged Students (now known as <strong>Student Support Services<\/strong>). Together with <strong>Talent Search<\/strong>, these three programs are known informally as \u201cthe TRIO programs.\u201d<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-cp-timeline-content-timeline-block-child swiper-slide\"><div class=\"timeline-content icon-false \"><div class=\"timeline-block-timeline ctl-row  position-left\"><div class=\"ctl-6 In addition to counseling, participants receive information about college admissions requirements, scholarships, and various student financial aid programs. This early intervention program helps youth from low-income families to better understand their educational opportunities and options. More than 312,000 students are enrolled in 473 Talent Search TRIO projects. Recent studies of Student Support Services found that program participation resulted in statistically significant higher student retention and transfer rates, improved grade point averages, and credit accumulation. Currently, there are 187 projects serving more than 5,200 students.
