Her dedication to uplifting low-income families has left an indelible mark, as she has expertly navigated the realm of English as a Second Language (ESL), instructing students of all ages, from kindergarteners to adults. With an impressive 21 years of higher education experience, Mara transitioned seamlessly into the TRIO community, overseeing a federal grant dedicated to enriching the professional development of public school teachers. A dynamic presence within the Caribbean Association of Educational Opportunities Programs (CAEOP), she has led the charge as an active board member, steering the Professional Development and TRIO Achievers Committees and contributing to the Conference committee. Beyond her illustrious career, Mara holds a bachelor&#8217;s degree in Modern Languages (1993) and a master&#8217;s degree in Teaching of English as a Second Language (2003) from the University of Puerto Rico. After conducting groundbreaking research in Curriculum and Teaching at the Interamerican University of Puerto Rico, she completed her doctoral degree in 2022, cementing her status as a true educational trailblazer.<\/p>\n<\/div>\t\t<\/div>\r\n\t\t\t<\/div>\r\n\t\t\t<\/div>\r\n<\/section>\r\n\n\n\r\n\r\n<section\r\n\t\tclass=\"offset-media-text wow alignfull coe-block\">\r\n\t<div class=\"container offset-media-text__inner\">\r\n\t\t\t\t\t<div class=\"row reverse-content\">\r\n\t\t\t\t<div class=\"offset-media-text__content column-2 wow animate fade-in-stagger\">\r\n\t<h2 class=\"kicker\">Past Board Chair<\/h2>\t\t\t<p class=\"h2\">Sam Blanco III<\/p>\t\t<div class=\"description\"><p data-pm-slice=\"1 1 []\">Sam Blanco III is a dedicated leader with over 30 years of experience advancing educational opportunities for underserved students. As the Associate Director of Pre-College TRIO Programs at the University of California, Davis, Sam oversees one Upward Bound Classic program and three Talent Search programs, helping students reach their full academic potential. His deep commitment to TRIO has spanned various leadership roles, including Academic Coordinator, Director of Upward Bound, and Director of Talent Search. A long-standing Western Association of Educational Opportunity Personnel (WESTOP) member, Sam has contributed to the organization for three decades, serving as Northern California Chapter Treasurer and President and on numerous committees and service councils. His unwavering dedication earned him the prestigious WESTOP Service Award in 2015. Beyond his work with WESTOP, Sam recently co-chaired the Resource Development Committee for the Council for Opportunity in Education (COE) Board of Directors in 2021-22, demonstrating his commitment to expanding student opportunities. Sam holds a degree in Economics from UC Davis and a Master\u2019s in Educational Administration from Sacramento State University. He also served as a School Board Trustee for the Woodland Joint Unified School District, where he held the position of President for two years, advocating for equitable education at the local level. A devoted family man, Sam has been married to his wife, Pam, for 21 years, and together they have two daughters. As Director, Jeff works and assists with seven TRIO Grants (Student Support Services, Talent Search, and Upward Bound) and 3 Title V HSI Grants among the seven campuses of Dallas College. Through his work with the grants at Dallas College, he is part of a team of dedicated professionals that assist 2,000-plus students in Dallas and its surrounding communities. Before joining Dallas College, Jeff directed TRIO Programs at Weatherford College (17 years), University of Arkansas-Fort Smith (2 years), and Tarleton State University (3+ years). As a professional, he has seen his roles grow at this institution and within the professional associations of Texas TRIO Association, SWASAP, and COE. Previously, Jeff has served as COE Treasurer, COE Resource Development Co-Chair, SWASAP President, and Texas TRIO president. In addition, he has served as the parliamentarian and numerous committee chair positions at the region. Along the way, he has enjoyed taking on the roles of Emerging Leaders Institute Co-Chair and Student Leadership Conference co-chair, as it was a chance to mentor young professionals and see the students grow by leaps and bounds in the span of two to three days at their conferences. Jeff is a native of Weimar, TX, a first-generation college graduate of Tarleton State University where he received his bachelor&#8217;s degree in Agricultural Services and Development and his master\u2019s degree in Agricultural Education. Besides college and TRIO professional activities, Jeff has been active in the TTAA Alumni Association, a volunteer coach for numerous youth sports programs, Peaster High School Football Booster Club, and Grace First Presbyterian Church. In addition, Jeff loves sports, hunting, outdoor activities, and live music. Jeff resides in Weatherford, TX, with his wife Dawn, son Hudson, daughter Quinn, and his \u201cadopted\u201d kids Josh and Nicole.<\/p>\n<\/div>\t\t<\/div>\r\n\t\t\t<\/div>\r\n\t\t\t<\/div>\r\n<\/section>\r\n\n\n\r\n\r\n<section\r\n\t\tclass=\"offset-media-text wow alignfull coe-block\">\r\n\t<div class=\"container offset-media-text__inner\">\r\n\t\t\t\t\t<div class=\"row reverse-content\">\r\n\t\t\t\t<div class=\"offset-media-text__content column-2 wow animate fade-in-stagger\">\r\n\t<h2 class=\"kicker\">Secretary<\/h2>\t\t\t<p class=\"h2\">Theresa Rader<\/p>\t\t<div class=\"description\"><p>Theresa Rader is the Executive Director of the Institute for Educational Opportunities at Montana Tech where she oversees five TRIO Programs (TSx2, UB, UBMS, SSS STEM) as well as a portfolio of private and state funded grant programs. Prior to this role she was the Director of TRIO Student Support Services from 2015-2023 and from 2009-2015 she worked in the pre-college TRIO programs as Coordinator for Upward Bound and Talent Search.<\/p>\n<\/div>\t\t<\/div>\r\n\t\t\t\t\t\t<div class=\"offset-media-text__media wow column-2\">\r\n\t\t\t<div class=\"offset-media-text__image to-square bg-img gradient-fill\"\r\n\t\t\t\t\tstyle=\"background-image: url(https:\/\/coenet.org\/wp-content\/uploads\/2022\/06\/Headshot-Theresa-Rader-683x1024.jpg)\">\r\n\t\t\t\t\t\t\t\t<div class=\"patterns-bg color-theme__bg align-right patterns-hash-short\"><\/div>\r\n\t\t\t<\/div>\r\n\t\t<\/div>\r\n\t\t\t\t\t<\/div>\r\n\t\t\t<\/div>\r\n<\/section>\r\n\n\n\r\n\r\n<section\r\n\t\tclass=\"offset-media-text wow alignfull coe-block\">\r\n\t<div class=\"container offset-media-text__inner\">\r\n\t\t\t\t\t<div class=\"row\">\r\n\t\t\t\t\t\t<div class=\"offset-media-text__media wow column-2\">\r\n\t\t\t<div class=\"offset-media-text__image to-square bg-img gradient-fill\"\r\n\t\t\t\t\tstyle=\"background-image: url(https:\/\/coenet.org\/wp-content\/uploads\/2022\/05\/board_of_directors-2019_Leo_Conway.jpg)\">\r\n\t\t\t\t\t\t\t\t<div class=\"patterns-bg color-theme__bg align-bottom patterns-dots-short\"><\/div>\r\n\t\t\t<\/div>\r\n\t\t<\/div>\r\n\t\t\t\t\t\t<div class=\"offset-media-text__content column-2 wow animate fade-in-stagger\">\r\n\t<h2 class=\"kicker\">Treasurer<\/h2>\t\t\t<p class=\"h2\">Leo Conway<\/p>\t\t<div class=\"description\"><p>Leo Conway began his work with TRIO as an Upward Bound Summer Program Tutor Counselor at Saint Francis University in 1990.\u00a0 Prior to working full-time for TRIO, Leo was a high school mathematics teacher who returned almost every summer to the SFU Upward Bound Program to teach the students Calculus and Trigonometry and help to supervise the tutor counselor staff.\u00a0 He enjoyed working with TRIO students so much that when a full-time position was available in 1999 at Saint Francis University, he jumped at the opportunity.\u00a0 Leo worked at SFU for over eighteen years before becoming the Associate Director of TRIO Upward Bound Programs (Upward Bound, Upward Bound Math-Science, and Upward Bound Migrant) at Penn State University.\u00a0Leo has been actively involved in the Pennsylvania Association of TRIO Programs (PA TRIO) and has served in various positions including Financial Affairs Committee Chair, Conference Chair, Treasurer, and President.\u00a0 Prior to his tenure in leadership positions with Mid-Eastern Association of Educational Opportunity Program Personnel (MEAEOPP), Leo began as a regional Emerging Leader and served as the region\u2019s Treasurer for almost six years.\u00a0Leo earned his bachelor\u2019s degree in Mathematics with a Minor in Secondary Education from Saint Vincent College in Latrobe, PA and his master\u2019s degree in education from Saint Francis University.\u00a0 While a high school instructor, he was active in the Pennsylvania State Education Association (PSEA), served as the Student Organizations Committee Chair, and sat on its Board of Directors.\u00a0 Leo enjoys watching Pittsburgh Steeler football, going to the movies, and listening to music from the 1980s (especially Tina Turner).<\/p>\n<p>&nbsp;<\/p>\n<\/div>\t\t<\/div>\r\n\t\t\t<\/div>\r\n\t\t\t<\/div>\r\n<\/section>\r\n\n\n\r\n\r\n<section\r\n\t\tclass=\"offset-media-text wow alignfull coe-block\">\r\n\t<div class=\"container offset-media-text__inner\">\r\n\t\t\t\t\t<div class=\"row reverse-content\">\r\n\t\t\t\t<div class=\"offset-media-text__content column-2 wow animate fade-in-stagger\">\r\n\t<h2 class=\"kicker\">COE Board Members, Bylaws, and Strategic Plan<\/h2>\t\t<div class=\"description\"><p>Please note, COE&#8217;s Board of Directors is comprised of representatives from its affiliate regional associations.
